Russian Occupation Authorities Declare Abandoned Luhansk Shop ‘Ownerless’ and Seize Property

On May 11, 2026, Euromaidan Press reported that Russian occupation officials in the Luhansk region declared a commercial shop, vacant for three months, as “ownerless” and proceeded to take control of the premises. The seizure was announced by the self‑proclaimed Luhansk People’s Republic (LPR) administration.

The move follows a pattern of property appropriations by the occupation authorities, which have cited legal vacuum and lack of registered owners as justification. Local business owners have protested, claiming the action undermines private property rights and economic recovery.

According to the article, the LPR’s Department of State Property issued a statement: “In accordance with the provisions of the occupied territories’ civil code, the property will be transferred to state ownership.” No compensation details were provided.

Legal experts from Kyiv’s Institute for the Rule of Law argue that such expropriations violate international humanitarian law and Ukraine’s property rights guarantees. They warn that continued seizure of assets could further erode confidence among investors in the reconstruction of the Donbas.

The status of the shop will be reviewed by the occupation administration in the next month, but Kyiv’s government has vowed to contest the seizure in the International Court of Justice. The incident underscores ongoing challenges in restoring normalcy to territories under Russian control.
